The MRC unit has been formed out of several discussions between local and regional public health partners. The Noble County Health Department and staff in conjunction with the Noble County EMA and Dept of Homeland Security have coordinated with the Citizen Corps Council and the Southeastern Ohio Regional Medical Response System planning region partners to establish and build an MRC capability. The formal mission statement has yet to be written, but the goal of the partners is to establish a broad base of volunteers to assisst with day to day operations and emergencies as well as provide an orderly vehicle for deployment out of the county and or state when appropriate.
We intend to recruit membership from within Noble County for all facets of health care from the professional to the clerical volunteer. Noble County is a very small community with no hospital and limited resources. Our neighboring counties, which make up part of the Southeast Ohio Regional Medical Response System planning region, agree the only way to manage a catastrophic public health event in the four counties Noble, Morgan, Monroe and Perry is to work together utilizing an MRC unit.
Therefore, each of our four counties are establishing a unit with a similar structure to link together through Memorandums of Understanding to support one another during a health crisis. Day to day the MRC unit volunteers will participate in training such as ICS, NIMS and the Community Emergency Response Training already being conducted in the county. Two years ago all members of the local health department took that course and found it worthwhile. The volunteers will also participate in drills, exercises, vaccination clinics etc. Any opportunity we have to work in an MRC volunteer to a public health situation will be utilized to strengthen our ability to respond as a team in times of crisis.
