Profile:
Logan County is actively preparing for bio-terrorist attacks and other public health emergencies through planning and collaboration with community stakeholders and responders. During this planning process, the need for a well-trained public health volunteer force was identified. The formation of a Medical Reserve Corps provides a framework for the coordination and utilization of these volunteer resources to enhance existing emergency response capabilities. The Logan County Citizen Corps, constructed of members from Logan County EMA, Logan County Health District, American Red Cross, Tri-County Community Action, nursing homes, school districts representatives, business & industry, and county citizens, formed a Medical Reserve Corps Planning Committee to coordinate this function at the community level, incorporating guidance from the Ohio Medical Volunteer Response Corps to develop our community level partnership and integrate MRC roles into the existing emergency response systems. The committee was chaired by the former Director of Nursing of the Logan County Health District (retired) and includes: the Development & Public Information Officer of the Logan County Health District, the Medical Director of Mary Rutan Hospital, the Director of Logan Acres Nursing Home. Members of the Logan County MRC assist the Health District and the Hospital in a public health response during a large-scale local emergency, by staffing mass vaccination/prophylaxis clinics, or the hospital’s alternative treatment facility as necessary. The Logan County MRC Planning Committee’s goal was to develop an effective organizational framework, with a command and control system, within which appropriately trained and credentialed citizen volunteers can put their skills in health and medicine to use effectively when there is an emergency. Present activities include the integration of MRC roles into the Logan County Emergency Operations Plan, LCHD Emergency Response Plan, and MRH Emergency Management Manual. We are also engaged in development of necessary training programs for volunteer healthcare professionals and support staff to work effectively and safely during emergency situations, including basic Incident Command System (ICS) training and other training identified and recommended through the OMVRC and the Office of the Surgeon General.
